Why cache conditions apply before checking beresp.http.Set-Cookie?

Hello,

I can not understand the process flow of the vcl_fetch.

When I add cache condition on Web UI, it ignore set-cookie header of the responses.

So it cache responses with set-cookie header.

Why default flow of the vcl_fetch does not check set-cookie header before check cache configuration?
